The purpose of the draft version is to test the technique to handle the risk absorbing effect of technical provisions for non-guaranteed liabilities in life insurance companies in the traffic-light model. The intention is not to change the capital requirements for the effected life insurance companies, if that is shown to be the case the parameters will be revised.
